The Shanghai Municipal Communications Administration has released the “Guidelines for Accelerating the Construction of Low-Altitude Intelligent Networks to Support the Development of the Low-Altitude Economy in Our City.” This initiative aims to leverage the wide coverage capabilities of low-altitude intelligent networks to expand emergency rescue applications, such as aerial firefighting, medical rescue, and emergency communications.
It also seeks to deepen applications in aerial logistics, including delivery services, by establishing a “main – branch – terminal” low-altitude logistics distribution system. The guidelines emphasize the role of government applications to promote low-altitude governance and urban management demonstration projects.
Additionally, the initiative aims to accelerate the exploration of urban air transportation applications, such as business travel, aerial shuttles, and private charters, while expanding new consumer applications like low-altitude tourism. It encourages the scaling of traditional businesses like geophysical inspections, agricultural protection, and aerial photography.
Pilot projects for diverse low-altitude applications will be launched in key areas, including the Jinshan Low-Altitude Collaborative Management Demonstration Zone, Pudong New Area, and Qingpu District, to incubate innovative benchmark projects and create a low-altitude economy demonstration zone, exploring advanced operational models for light asset procurement services.
